Maurice M. Garcia, MD, MAS
Dr. Garcia is Professor of Urologic Surgery in the Department of Urology, at Cedars-Sinai Medical Center in Los Angeles, where he serves as Director of the Cedars-Sinai Transgender Surgery and Health Program, Director of the Transgender Surgery & Sexual Medicine Fellowship, and Chief of Benign Urology Research. He was born in Monterrey, Mexico, and speaks both English and Spanish fluently.
Dr. Garcia specializes in genital reconstructive surgery, including both masculinizing and feminizing genital surgery, Neurourology, and Sexual medicine.
Dr. Garcia completed his residency in Urology and Fellowship training in Andrology and Neurourology at University of California San Francisco (UCSF). He completed a 2-year Master’s Degree in Clinical Research in the Department of Biostatistics and Epidemiology at UCSF. He then completed clinical fellowships in masculinizing and feminizing genital gender affirming surgery at University College London (London, UK) and in Brighton (UK).
He is a member of WPATH since 2012 and serves on WPATH Committees for Surgery and Ethics. He is co-author of the WPATH Standards of Care v8.0. He is past-Senior Editor for the American Urologic Association’s Core Curriculum Committee (Transgender Health). He is a co-author of the International Consultation on Sexual Medicine (ISSM, 2024).
Dr. Garcia’s current Fellow, Dr. Alejandro Talamas, is from Monterrey, Nuevo Leon, Mexico. He will return to Mexico to his home institution, to found the first academic-center based gender affirming surgery program in Mexico. Dr. Garcia currently mentors other surgeons in Mexico, Colombia, Ecuador, and Curacao. He leads the surgeon’s mentorship program within WPATH’s global education program (GEI).
Tamara Adrian, JD.
Lic. Adrian is a Human Rights attorney based in Caracas, Venezuela, specializing in the protection of the rights of women and trans people. She earned her Doctorate of Law from the University of Caracas, Venezuela. She has been a member of WPATH for over 20 years, and is a past WPATH Executive Board member.
Lic. Adrian is currently a Professor of Law at UCV, and retired faculty of UCAB, in Venezuela. She was the first trans woman elected to a National Parliament in North and South America. She continues to serve in human rights and health-policy focused activities within WPATH.
Javier Belinky, MD
Dr. Belinky is a reconstructive urologic surgeon based in Buenos Aires, Argentina. He specialices in both urethral surgery and masculinizing & feminizing genital gender affirming surgery at the Centro de Urologia (CDU) and the Sanatorio Güemes, in Buenos Aires, Argentina.
He is Professor of Urology at the University of Buenos Aires, where he serves as subdirector of Urologic Specialty Services, and, Director of Urethral surgery services, and, Director of Fellowship Training in genital gender affirming surgery.
Dr. Belinky has been a WPATH member for over 15 years, and currently serves on the WPATH Executive Board Committee. He is co-author of the WPATH Standards of Care v.8.0. He is an active member of the WPATH Global Education Initiative (GEI), focusing on gender affirming surgery related educational activities worldwide.
